District Governor 2011-2012, Douglas G. Fowler

Doug Fowler grew up in the beach community of Oceanside, CA. He began his banking career in San Diego County after graduating from the School of Business Administration at San Diego State University. Doug's banking career of 35 years includes 14 years in San Diego County and 21 years in the High Desert. To further enhance his banking education he graduated from Pacific Ct Banking School, (PCBS), The Premier National Graduate School of Banking located at the University of Washington in 2001.

Doug has been an active member of the Rotary Club of Apple Valley since 1995. In his tenure with the Rotary Club of Apple Valley, he has filled many leadership roles, including Club President in 2000-2001, and was named Rotarian of the Year in 2000 and 2004. He has spearheaded Apple Valley's co-sponsorship in matching grants to Mexico and Turkey.

Doug has participated in GSE for several years representing the High Desert Area as both a host family as well as on the planning committee. He was the GSE Team Leader for our District exchange in 2009 with RI District 2430 located in the Republic of Turkey. Additionally, Doug has served as District Awards Chair for 2008-2009, Executive Assistant Governor, and has served on the District Facilitation Committee.

Doug has been actively involved in the community and professional organizations since relocating to the High Desert. He is currently, or has previously served in leadership roles with The Apple Valley Chamber of Commerce, The Barstow Area Chamber of Commerce, High Desert Handicap Services, The Inland Empire Risk Management Association, The High Desert Chapter of the Red Cross, The Inland Empire Small Business Development Corporation, The Southern California Small Business Development Corporation, and Sunset Hills Children's Foundation.

He currently lives in Apple Valley with his Rotary Partner, Deborah, an elementary school teacher and past president of the Rotary Club of Victor Valley Sunrise. They celebrated their 26th wedding anniversary this past summer after meeting on a Caribbean Cruise in 1984. Son, Zachary is 23 years old and just recently completed his undergraduate work at UCLA. Daughter, Alisha is a 21 year old senior at UNLV. Both had the privilege of attending TLC and RYLA. Doug is a multiple Paul Harris Fellow. Deborah, Zachary, and Alisha are Paul Harris Fellows.

Doug is extremely proud of his family, his 35 year career as a community banker, and is looking forward to working with the many committed Rotarians in District 5300.

District Governor Elect, 2012-2013, Sylvia Whitlock

Sylvia Whitlock was born in New York City but was educated, through high school, in Kingston, Jamaica. After returning to New York City she earned a B.A. in Psychology from Hunter College. Sylvia worked for the United Nations, as a Statistical Clerk, at the Secretariat Building in New York, before moving to California to start a career in Education. In California she went on to earn a Masters Degree, cum laude, in Education from Cal Poly, Pomona, and a Ph.D., cum laude, in Education, from Claremont Graduate School. Subsequently, she earned another Masters Degree, in Marriage and Family Therapy, from Azusa Pacific University, and began a second career as a therapist. She is licensed by the Board of Behavioral Sciences in California.

In 1982, while an Elementary School Principal in Duarte, CA., she was invited to join the history-making Ex-Rotary Club of Duarte. Sylvia became President of that club in 1987, the year the United States Supreme Court ruled that the club be reinstated, thus making her the first woman in the Rotary World to head a club as President. She has served as President twice, Secretary, Treasurer, and Foundation Representative. At district level, she chaired the Four Way Test Speech committee for six years, the Ambassadorial Scholarship Committee for six years, receiving a Service Award from DG Don Aikin, and Simplified Grants for two years. She has been an assistant governor, presenter in Governors Institutes, and speaker in Rotary Clubs conventions and meetings, here and overseas, including South Africa, Jamaica, Washington and Texas.

Other community activities have included being a member of the Board of the Spanish Trails Girl Scout Council, volunteer at Pomona Valley Hospital, Recorder for the Blind and Dyslexic, and Commissioner at TriCity Mental Health Agency. In 2000 she was named Woman of the Year by NAACP and in 1998 she was named Distinguished Alumna by Cal Poly, Pomona. She also chairs Western Association of Schools and Colleges accreditation teams and has been, for eight years, a member of the Committee on Credentialing for California State Department of Education. She attends Trinity United Methodist Church where she is often a lay reader.

Sylvia considers Rotary to be the best vehicle she knows for humanitarian ventures in service to mankind. Some favorite club projects, while in Duarte, have included sinking water wells in Nigeria, setting up an AIDS Center in Jamaica and supporting an orphanage in Mexico. She continues to be inspired by the many Rotarians who have taken the organization to the edge of tomorrow and is committed to using the opportunity she has been given to further the cause of Rotary, in her community, in her country, and in the world.

Sylvia is a multiple Paul Harris Fellow and benefactor. She has three adult children - Meredith - a Paul Harris Fellow, BG is a deputy county counsel in San Mateo County, and Arlan. She considers raising her children the most satisfying and enjoyable job she has ever had.

District Governor Nominee 2013-14, Miles G. Petroff

Miles Petroff was born in Los Angeles, California and grew up in La Puente. He received his Associates of Science Degree in Electrical Engineering from Mt. San Antonio College. Miles began his career as a Business Technician with the former GTE (now Verizon) in 1978 and is now a Hi-Speed Date Technician servicing the entire Chino Valley, including three prisons. Miles also served as a Planning Commissioner for the City of Chino from 1998 to 2008 and has worked as a Senior Tax Advisor at H&R Block for 17 years.

Miles is actively involved with his community and has volunteered countless hours with professional organizations including: Chino Valley Chamber of Commerce, Toastmaster Club in Chino and the Chino Valley YMCA. He has received such distinct awards as Outstanding Chino Valley Citizen of 2004 for dedicated and honorable community service, Layman of the Year for his dedication and commitment throughout the community and the San Bernardino County Education Medal of Honor for exemplary service and making a lasting contribution to public education. Additionally, he supported El Rancho Elementary School with its literacy program by facilitating fundraisers to buy books for the school's Reading Counts Program.

Miles first joined the Rancho Del Chino Rotary Club in 1999 and assumed the role of club President in 2003 under District Governor Barbara Risher Welch. Since then, he has held many positions at the district level including Governor's Aide to Governor Gene Hernandez, Executive Assistant Governor for three years and Assistant Governor for two years. Miles has also been involved with the Teen Leadership Camp for five years, RYLA, served on the District Facilitation Committee, and co-chaired the CA-East incoming Group Study Exchange. Miles received his PRLS pin in 2005.

Miles is a Paul Harris Fellow. He enjoys traveling both domestically and internationally and participated in the District Wheelchair Distribution in Puerto Vallarta, Mexico; the International Conference in Birmingham, England; PRLS and membership training in Las Vegas and Southern California, and Zone Institute in Coeur d'Alene, Idaho.
Miles has been married to Teresa for 33 years, has one daughter, Sara, and resides in the City of Chino. Miles is committed to Rotary and eager to serve District 5300 as it's 2013-2014 District Governor. He looks forward to bringing Rotary to the forefront of tomorrow and developing district leaders to support their communities locally, regionally and internationally. Miles and Teresa will strive to epitomize the Rotary motto Service Above Self.

District Governor Nominee Designate 2014-15, Larry Skaggs

Larry was born in northern IL and grew up in the western Chicago suburbs. He began his lifetime of service by joining the Boy Scouts, where he attained the rank of Eagle Scout. In 1975, Larry was hired by the Aurora IL Police Dept. and during the course of his employment worked in nearly every division of the department. After a successful and enjoyable career, he retired as a Lieutenant in 2003.

While working for the police department, Larry continued his education, earning a Bachelor of Arts degree in Criminal / Social Justice from Lewis University and a Master of Science degree in Public Service Administration from DePaul University in Chicago.

Larry first joined Rotary as a member of the Rotary Club of Aurora Sunrise, serving for several years on the board of directors and he was named club president in 2001 - 2002.

Upon retirement from the police department, Larry moved to Henderson, NV and worked for several years as a college instructor, mainly teaching Criminal Justice courses.

Shortly after moving to Nevada, Larry joined the Rotary Club of Green Valley (Henderson). Since then he has been a regular member of the Board of Directors, he served as club president in 2009-2010, and has twice been named Rotarian of the Year. In addition to his active participation in club activities, he has edited the club newsletter and he established and still maintains the club�s website.

Larry has served on a number of different District 5300 committees, including being an Asst. Governor, and in 2008 he was selected as the GSE team leader to Australia.

Larry has been married to Vicki since 2003. He has 2 adult daughters (Andrea and Amy who live in IL), and a stepson (Brian) and three grandchildren who live in Las Vegas.

Larry is also a member of the Board of Directors of the Trauma Intervention Program of Southern Nevada and during the Christmas season he volunteers as a train engineer at the Opportunity Village Magical Forest in Las Vegas. He is a multiple Paul Harris Fellow (Vicki is also a PHF) and both of them are members of the Rotary Foundation Bequest Society and Benefactors. .
