District Governor  2007-08 - Charles M. Barr (Charlie)

For the Barr family, Rotary is a legacy. Charlie is a third generation Upland Rotarian. His grandfather (Charles V. Barr) joined Upland Rotary Club shortly after it was founded in 1923, and became president in 1928/29. His father (Allan S. Barr) was inducted in the 1940’s, and was president in 1963/64. Charlie joined in 1971, and served as club president in 1995/96. Charlie is a multiple-level Paul Harris Fellow and a member of the Paul Harris Society.

Charlie was born in Los Angles, California. He served six years in the California Air National Guard, three of which he served as a baker. He has a son and daughter; both are Paul Harris Fellows.  His professional career has focused mainly on small business ventures. He first worked in banking, and in 12 years climbed his way up the ladder from teller to vice-president/cashier. He spent the next 30 years as a travel agent/owner of a local travel business. At the same time, Charlie also operated a small pub in Laguna Beach. With a grin, he proudly displays his Rotary classification: Saloonkeeper.

Charlie retired from the travel business in 2001 and the pub in 2004. He has made a commitment to use the majority of his time and talents to serve others through Rotary. Charlie has twice been elected to the Upland Rotary Club’s Board of Directors and served as the Club’s President. During his term as President, the Club chartered an Interact Rotary Club at Hillside High School, a continuation school in the Upland Unified School District.

At the District level he has been a facilitator for RYLA and in 2001 was a founding member of the committee that instituted the Teen Leadership Camp for eighth graders. For two years, he chaired that event. He has also co-chaired a PRLS Seminar, and in 2004, he was selected as the GSE Team Leader to District 4110 in Northern Mexico. He has continued to be active on the Teen Leadership Committee and GSE, serving as the District’s Chair for the later part of 2004/05.

Through his travels and personal Rotary experience, he believes that the Foundation is central to promoting world peace. He strongly believes that the use of Foundation matching funds in club-initiated projects is an important way to involve District Rotarians in the alleviation of the conditions of hunger, water-shortage, poverty, disease, and illiteracy in developing countries.

Charlie looks forward to serving District 5300 as its Governor in 2007/08. He relishes the opportunity to support Rotarians’ efforts in serving communities at home and around the world.

 

District Governor Elect 2008-09 - Eugene (Gene) Hernandez

Gene is a fourth generation Californian.  He was born and raised in Burbank, California and graduated from Burbank High School. He received his Bachelor of Arts Degree in Administration of Criminal Justice from San Jose State University and his Masters of Science Degree in Management from Cal Poly, Pomona.  He is a graduate of Class 15 of the California POST Command College and Class 154 of the F.B.I. National Academy.  He entered law enforcement as a police officer with the City of Fullerton in 1972 and transferred to the Orange Police Department in 1975 and ultimately attained the rank of Captain.  In 1998, he assumed the Chief of Police position with the City of Chino Police Department.

Gene is actively involved in the community and professional organizations and has served as: Past President of the Orange YMCA and immediate past Board President for the Chino Valley YMCA; Past Chairman for the Orange Chamber of Commerce Leadership program; Past President of Family Solutions Inc., residential and foster care homes for abused children; Past President of Orange North Rotary Club and Past President of the Chino Rotary Club; Member of Orange Elks Lodge 1475; Past Community Concerns Specialist for the California State PTA Board; Board of Director for the Chino Valley Medical Center; Chino Boxing Club Foundation President of the Board; Board Member of the Boy Scouts of America - Old Baldy Council; Past President of the Command College Alumni Association; Past Committee Member for the FBI National Academy Alumni Association; and Past President of the Society of Police Futurists International

Gene became a Rotarian in 1986 with the Orange North California club. He held virtually all positions including club president and Rotarian of the Year. He came to the Chino California club in 1998 and assumed the club presidency in 2003.  Gene received his PRLS pin in 2005, Rotarian of the year 2002, and he and Louise are Paul Harris Fellows. 

On the District level Gene is the 2006 Group Study Exchange Team Leader to Eastern Europe. He is on the GSE District Committee for 2005-2007, past District Governor selection committee member, PRLS presenter, and District 5320 RYLA presenter.

Gene has been married for 36 years, has three children, two grandchildren, and resides in the City of Yorba Linda

District Governor Nominee 2009-10, Thomas B. Novotny

Tom Novotny is an owner of Arrowhead Printing, a successful commercial printing operation servicing a wide range of corporations, businesses, and organizations in the Las Vegas Valley. Started in 1983, Arrowhead Printing allocates significant resources to non-profit and charitable entities.

Prior to joining Arrowhead Printing, Mr. Novotny enjoyed a 20 year career in the cable communications industry, holding various positions in multiple markets around the country, including system manager, area manager and state manager/vice president. Mr. Novotny managed cable network systems with thousands of subscribers, negotiated franchise agreements to expand the network, managed labor/management negotiations and built three plants from construction start-up to electronic "turn on."

In addition to membership and board positions in various business organizations, Mr. Novotny has dedicated himself to Rotary International for 24 years. He has continually sought opportunities to both broaden and deepen his Rotary experience throughout that time, holding almost all available positions within the club level, including member, committee chairs, board of director and president. Additionally, he was involved in the creation and growth of the Las Vegas West Rotary Club.

Mr. Novotny has held several District 5300 positions, including co-chairman of the 4 Way Speech Contest for three years, Assistant Governor for one year and an Executive Assistant to the Governor for two years, and assisted in the PRLS and Leadership Seminars in Las Vegas.

Originally from Alliance, Nebraska, Mr. Novotny has been married to Robin for 29 years, has three children (Kristina, Stephen and John) and one grandchild (Annika).

District Governor Nominee 2010-11, Roger Schulte

Roger Schulte was born in Oakland, California and grew up east of the Berkeley Hills in the town of Danville when it was still a farming community. He holds an undergraduate degree in English from the University of California at Davis and an MA in education from Stanford University. His career spanned 40 years in California public education, first as an English/drama teacher and then as a school administrator. His favorite assignment was a 20 year gig as a junior high school principal in the Upland Unified School District. In 1991 he was selected as the California Middle School Principal of the Year by the Association of California School Administrators. Prior to retiring in 2006, he was the school district’s director in charge of technology, data analysis, and student assessment.

Roger joined the Upland Rotary Club in 1978 and over the years held many leadership positions. He was president of the club under Governor Myron Stolp in 1984-85. His club involvement focuses mainly on membership development, The Rotary Foundation, and youth service committees. In 1997-98 he was selected as Rotarian of the Year and the recipient of the Rotary Service Award from RI President Glen Kinross.

Roger enjoys meeting and working with Rotarians throughout the District and has been privileged to serve many governors in a wide variety of roles. At the request of three District Governors, he initiated three major District programs: RYLA in 1987, the Interact Symposium in 1994, and the Teen Leadership Camp in 2000. He has chaired the District Assembly, the Presidents’ Advance, the Foundation Dinner, and various District Avenues of Service. He has also served in the capacity of Governor’s Representative, Assistant Governor, the District Attendance Officer, the District Training Officer, and most recently the Executive Aide to Governor Charles Barr. He has volunteered as a member on numerous District committees and put on workshops and presentations at Assemblies, conferences, and other Rotary events.

Roger is a multiple Paul Harris Fellow and Foundation Benefactor. He has served as the counselor for five Ambassadorial Scholars and in 2008 participated in Rotary’s effort to eradicate polio by traveling to the impoverished village of Chahalka, 50 km west of Delhi, India. There he was part of an international team of Rotary volunteers that not only distributed vaccine to all children under the age of five but also rehabilitated two buildings, one into a classroom for preschoolers and as a place to teach women cottage-industry skills, the other into a technology center for jobless young men. Both of his adult children are Paul Harris Fellows.

Roger is proud to be a Rotarian and is eager to serve District 5300 as its Governor in 2010-2011. He looks forward to the opportunity to develop a District team in support of Rotarians’ efforts in serving their communities both at home and around
