District Governor Nominee 2010-11, Roger Schulte

Roger Schulte was born in Oakland, California and grew up east of the Berkeley Hills in the town of Danville when it was still a farming community. He holds an undergraduate degree in English from the University of California at Davis and an MA in education from Stanford University. His career spanned 40 years in California public education, first as an English/drama teacher and then as a school administrator. His favorite assignment was a 20 year gig as a junior high school principal in the Upland Unified School District. In 1991 he was selected as the California Middle School Principal of the Year by the Association of California School Administrators. Prior to retiring in 2006, he was the school district�s director in charge of technology, data analysis, and student assessment.

Roger joined the Upland Rotary Club in 1978 and over the years held many leadership positions. He was president of the club under Governor Myron Stolp in 1984-85. His club involvement focuses mainly on membership development, The Rotary Foundation, and youth service committees. In 1997-98 he was selected as Rotarian of the Year and the recipient of the Rotary Service Award from RI President Glen Kinross.

Roger enjoys meeting and working with Rotarians throughout the District and has been privileged to serve many governors in a wide variety of roles. At the request of three District Governors, he initiated three major District programs: RYLA in 1987, the Interact Symposium in 1994, and the Teen Leadership Camp in 2000. He has chaired the District Assembly, the Presidents� Advance, the Foundation Dinner, and various District Avenues of Service. He has also served in the capacity of Governor�s Representative, Assistant Governor, the District Attendance Officer, the District Training Officer, and most recently the Executive Aide to Governor Charles Barr. He has volunteered as a member on numerous District committees and put on workshops and presentations at Assemblies, conferences, and other Rotary events.

Roger is a multiple Paul Harris Fellow and Foundation Benefactor. He has served as the counselor for five Ambassadorial Scholars and in 2008 participated in Rotary�s effort to eradicate polio by traveling to the impoverished village of Chahalka, 50 km west of Delhi, India. There he was part of an international team of Rotary volunteers that not only distributed vaccine to all children under the age of five but also rehabilitated two buildings, one into a classroom for preschoolers and as a place to teach women cottage-industry skills, the other into a technology center for jobless young men. Both of his adult children are Paul Harris Fellows.

District Governor Nominee Designate 2011-2012, Douglas G. Fowler

Doug Fowler, a native of Southern California, grew up in the beach community of Oceanside, CA.  He began his banking career in San Diego County after graduating from the School of Business Administration at San Diego State University.  Doug�s banking career of almost 34 years includes 14 years in San Diego County before relocating to the High Desert in 1989 to accept a banking position with a local community bank with offices throughout the area.   To further enhance his banking education he attended and graduated from Pacific Coast Banking School, (PCBS), The Premier National Graduate School of Banking located at the University of Washington in 2001.   Doug currently serves American Security Bank as a Senior Vice President and Manager of the Spirit River Office in Apple Valley.

Doug has been an active member of the Rotary Club of Apple Valley since 1995.  In his tenure with the Rotary Club of Apple Valley, he has filled many leadership roles, including Club President in 2000-2001, and was named Rotarian of the Year in 2000 and 2004.  Doug started the teacher mini-grant program for the Rotary Club of Apple Valley and has spearheaded Apple Valley�s co-sponsorship in matching grants to Mexico and Turkey.

Doug has participated in GSE for several years representing the High Desert Area as both a host family as well as on the planning committee. He has served as the alternate GSE Team Leader for 2 years and chosen GSE Team Leader for our District exchange with RI District 2430 located in the Republic of Turkey scheduled for May 2009.  Additionally, Doug has served as District Awards Chair for 2008-2009, Executive Assistant Governor for Governor Charlie Barr, and Governor Chris Montan, and serves on the District Facilitation Committee.

Doug has been actively involved in the community and professional organizations since relocating to the High Desert. He is currently or previously served in leadership roles with The Apple Valley Chamber of Commerce, The Barstow Area Chamber of Commerce, The High Desert Handicap Services, The Inland Empire Risk Management Association, The High Desert Chapter of the Red Cross, The Inland Empire Small Business Development Corporation, and The Southern California Small Business Development Corporation.

He currently lives in Apple Valley with his Rotary Partner, Deborah, an elementary school teacher and past president of the Rotary Club of Victor Valley Sunrise.  Doug and Deborah are approaching their 24th wedding anniversary this summer after meeting on a Caribbean Cruise in 1984.  Son, Zachary is a junior at UCLA and daughter, Alisha is a sophomore at UNLV. Both had the privilege of attending TLC and RYLA.  Doug is a multiple Paul Harris Fellow. Deborah, Zachary, and Alisha are Paul Harris Fellows.

District Governor Nominee Designate 2012-2013, Sylvia Whitlock

Sylvia Whitlock was born in New York City but was educated, through high school, in Kingston, Jamaica. After returning to New York City she earned a B.A. in Psychology from Hunter College. Sylvia worked for the United Nations, as a Statistical Clerk, at the Secretariat Building in New York, before moving to California to start a career in Education. In California she went on to earn a Masters Degree, cum laude, in Education from Cal Poly, Pomona, and a Ph.D., cum laude, in Education, from Claremont Graduate School. Subsequently, she earned another Masters Degree, in Marriage and Family Therapy, from Azusa Pacific University, and began a second career as a therapist. She is licensed by the Board of Behavioral Sciences in California.

In 1982, while an Elementary School Principal in Duarte, CA., she was invited to join the history-making Ex-Rotary Club of Duarte. Sylvia became President of that club in 1987, the year the United States Supreme Court ruled that the club be reinstated, thus making her the first woman in the Rotary World to head a club as President. She has served as President twice, Secretary, Treasurer, and Foundation Representative. At district level, she chaired the Four Way Test Speech committee for six years, the Ambassadorial Scholarship Committee for six years, receiving a Service Award from DG Don Aikin, and Simplified Grants for two years. She has been an assistant governor, presenter in Governors Institutes, and speaker in Rotary Clubs conventions and meetings, here and overseas, including South Africa, Jamaica, Washington and Texas.

Other community activities have included being a member of the Board of the Spanish Trails Girl Scout Council, volunteer at Pomona Valley Hospital, Recorder for the Blind and Dyslexic, and Commissioner at TriCity Mental Health Agency. In 2000 she was named Woman of the Year by NAACP and in 1998 she was named Distinguished Alumna by Cal Poly, Pomona. She also chairs Western Association of Schools and Colleges accreditation teams and has been, for eight years, a member of the Committee on Credentialing for California State Department of Education. She attends Trinity United Methodist Church where she is often a lay reader.

Sylvia considers Rotary to be the best vehicle she knows for humanitarian ventures in service to mankind. Some favorite club projects, while in Duarte, have included sinking water wells in Nigeria, setting up an AIDS Center in Jamaica and supporting an orphanage in Mexico. She continues to be inspired by the many Rotarians who have taken the organization to the edge of tomorrow and is committed to using the opportunity she has been given to further the cause of Rotary, in her community, in her country, and in the world.

Sylvia is a multiple Paul Harris Fellow and benefactor. She has three adult children - Meredith - a Paul Harris Fellow, BG � deputy county counsel in San Mateo County, and Arlan. She considers raising her children the most satisfying and enjoyable job she has ever had.
