About the Group Study Exchange Program

The Group Study Exchange (GSE) program is a unique cultural and vocational exchange opportunity for young business and professional men and women ages 25 to 40 in their initial years of professional life. Teams spend four to six weeks abroad participating in vocational activities in their respective fields, being immersed in cultural experiences, enjoying fellowship with host families and members of the community, and working with the host districts Rotarians at club meetings and various Rotary activities. The ideal team member candidate is someone who is a team player, outgoing, social, has a sense of responsibility, good ambassador, good communicator, loves their profession and is respectful.

Expenses. The Rotary Foundation pays the least-expensive commercial round-trip transportation between districts and up to US$1,000 for language training (self-study or at an eligible educational institution). Additional subsidies include:

  1. The host district provides the visiting teams meals, accommodations, and transportation during the study program.

  2. Team members pay for personal and incidental expenses; visa, passport, inoculation expenses, travel to / from airport and airport taxes; insurance coverage; and the cost of any additional travel after the study tour.

Larry Skaggs, Green Valley/Henderson Nevada Rotary Club has been a member of the Rotary Club of Green Valley (Henderson, NV) since 2003. Tired of the cold and snowy weather in the Midwest, Larry and his wife Vicki moved to the Las Vegas area shortly after his retirement from the Aurora, Illinois Police Department. During his law enforcement career which began in 1975, Larry worked in nearly every division of the police department, including Patrol, Vice & Narcotics, and Administration. He held supervisory and leadership positions in the Gang Unit, the Training Section, and the Investigations Division. Larry was actively involved with the Citizen Police Academy, the Aurora Area Crime Stoppers, the Honor Guard and the Field Training Officer program. He was a Lieutenant at the time of his retirement, completing 28 years of exemplary service. He currently works as an instructor and seminar presenter for numerous police and leadership training programs.

Mistie Luchtel of Las Vegas is a Physician Assistant at the Nevada Health Centers Beatty Medical Clinic, managing and treating patients in primary and emergency care. Mistie is 29 years of age, single and has no children. She received numerous commendations for scholastic and moral character during her collegiate studies, and focus her career on underserved patients residing in rural communities. She is sponsored by the Green Valley Rotary Club of Henderson, Nevada. Elisa Weaver of Pasadena is the Deputy Director of Community and Personnel Services for the city of Sierra Madre, California, recently acknowledged as an All-American City. Elisa is 26 year of age, single and has no children. She has received numerous awards for her leadership and civic service. She is sponsored by the Sierra Madre Rotary Club of California. Sierra Webb of Victorville is a Public Relations Specialist for the Town of Apple Valley, where she provides marketing for media relations, campaigns and events for this high desert community. She is 25 years of age, single and has no children. Sierra envisions a future career in education, with an emphasis in world history. She is sponsored by the Rotary Club of Apple Valley, California. Julie Whitacre of Las Vegas works for the Nevada State Education Association as the Director of Government Relations, providing political lobbying, training and development. She is 32 years of age, single and has no children. Julies passion is advocating for teachers to ensure the best possible environment for our children to learn. She is sponsored by the Green Valley Rotary club in Henderson, Nevada.

District 9790 GSE Team Leader for 2007-2008

Team Leader Peter Morley has been a member of the Rotary Club of Euroa since August 1981 and has served on most club positions in that time including President in 1988/89.  At present Peter is senior partner in a Chartered Accounting business which has offices in both Shepparton and Euroa.  Peter has been married to Dianne for 36 years having lived in Euroa since 1979. They have four daughters, Georgia, Katie Anna and Jo, along with three grandchildren, Ruby, Henry and Isabella.  During his younger years Peter was passionate about playing Cricket and Football but these days he enjoys a round of golf, a good book and a glass of quality red wine

District 9790 GSE Team for 2007-2008

Narelle Beer was sponsored by the Rotary Club of Bundoora and is a highly commended member of the Victorian Police Force with over 20 years experience. She is currently a Senior Sergeant in Charge of the Heidelberg West Station.

She has experienced most aspects of local policing and is currently very interested in studying overseas trends in policing. This Exchange will provide her with a wonderful opportunity to see how her vocation is practised in the Nevada and Californian areas of the United States.

Rhonda Day was sponsored by the Rotary Club of Kyabram and works with the Shire of Campaspe as their Landcare Co-ordinator. Her work includes supporting Landcare groups and providing awareness and education with the local schools and the general community.

This work brings her close to environmental support groups and she sees the opportunity to travel in Nevada and Southern California as invaluable in both her personal and vocational advancement, but also to share with other the work she is doing in Australia
Lucien Deane-Johns was sponsored by the Rotary Club of Myrtleford and is an accredited practising dietitian and a diabetes educator. He works with Alpine Health in the North east of Victoria.

He is very aware of the work that is being done in his field in the United States and the opportunity to study these developments as part of the Exchange will be extremely valuable in his further professional advancement.
Tim Forster was sponsored by the Rotary Club of Whittlesea, he has been a Police Officer for some 13 years and is currently stationed in Epping. He has a Graduate Diploma in Adolescent Health and Welfare and is concentrating his police work in the areas of assisting young people who are involved - or are likely to become involved - in the criminal justice system.

He is only too well aware of the "copy cat" attitude of Australian youth following the trends in the United States, and an opportunity to study policing methods in Nevada and Southern California will be invaluable with the work he is doing here.
